Job Decription
Basic Function
Coordinate and control the operations of Sajaa Gas Compressor Station & Facility and gas distribution network, ensuring optimum operating conditions. Liaises with gas suppliers regarding quantity of gas, controls gas invoicing and liaises with gas customers to resolve disputes related to measurement. Establishes forward control point in case of an emergency. Carries out process engineering checks and evaluations on the Compressor station and gas distribution network.

Tasks and Duties

• Coordinate and operate Sajaa Gas Compressor station and distribution network ensuring the safe operation and reliable supply of gas to customers under economic conditions. Supervises the day-to-day activities of Shift Despatchers and Senior Despatchers on the control of the network and the operation of all process equipment. Includes monitoring start up and shutdown of machinery at the station and pipeline flows and pressures on the grid.
• Ensures optimum operating conditions are maintained on the network. Implements compressor patterns to suit load demand, ensuring optimization of fuel gas usage. Identifies network operating pressure to suit changes in gas flow/gas and equipment availability in order to balance security of supply versus operating costs, and instructs Senior Dispatcher accordingly.
• Liaises with the gas suppliers regarding quantity and policy changes in supplies
• Controls and issues gas invoicing procedures. Includes checking computer generated data and corruption in metering highlighted by Dispatcher/Senior Dispatcher, liaising with Sales and Accounting at Head office and dealing directly with customers and suppliers regarding queries and resolution of disputes concerned with gas measurement, as directed.
• Controls safe work practices at the Compressor Station and assists supervisor in training subordinates in safety procedures and regulations.
• Authorizes and controls the issue of work permits and coordinates the preparation, release and recommissioning of machinery and equipment.
• Takes lead action in trouble shooting activities to identify problem source and action to be taken.
• Establishes forward control point in the event of an emergency at the station, such as fire or a major gas leaks, and directs activities on isolation, fire fighting and first aid.
• Assists in preparation of capital and revenue expenditure budgets, Exercises control over expenditure to ensure it is within budget limits.
• Prepares and issues gas forecasts for 1, 5 and or 10 years.
• Ensures the security of the Compressor Station and oversees the activities of Senior Despatchers and of Gatemen after hours.
• Deputises for the Senior Operations Engineer, as necessary, and represents the Section at the daily management, maintenance coordination and the monthly forward maintenance planning meetings, as delegated.
• Acts as Incident Coordinator in the event of an emergency at the Compressor Station, and directs and coordinates all activities as the focal point for all communications routed through the Main Control Room. Prepares accident and incident reports in normal and after hours circumstances.
• Carries out continuous (24 hours/) standby duty on emergency call for the Compressor Station and acts as duty call out engineer for 24 hours a day every other week.
• Prepares a weekly operating policy statement serving as a guide to operations and maintenance staff.
• Prepare trends of operational parameters (pressure, volume, temperature, etc.) and analyses the status of alarms in relation with equipment status.
• Carries out other or related duties, such as assisting in the preparation of the Section’s monthly report by gathering and compiling operational information and statistics

Performs assigned tasks according to established practices and procedures and professional standards. Exercises judgment in emergencies where no precedent or procedures are available. Work accomplishments are subject to review and direction

Accountability
Latitude to take independent decisions increases during shift periods where there could be an impact on supply of gas to customers


Physical Effort

30% of the time for plant inspection tours, checking for hazards and ensuring activities are carried out in accordance with work permit procedures.

Work Conditions
Majority of the working time is spent in an A/C environment, and 20% is spent outdoors exposed to prevailing weather conditions and occasionally to machinery noise

Normal A/C environment for 50% of work time.
Approximately 50% of the work is carried out outdoors exposed to prevailing conditions and to grease, dirt, dust, scorpions and snakes. Much of this is during periods of high temperature/humidity and exposed to machines noise, hazardous gases and chemicals

Education And Qualification
B.Sc. in Engineering
Professional experience and competencies
6 years experience in process operations engineering in the oil/gas industry with emphasis on rotating equipment including some supervisory experience

Valid UAE driving license
